Make a large double layer of foil. Spray with nonstick cooking spray. In a bowl, combine zucchini, squash, mushrooms and chili pepper. Drizzle olive oil over vegetables and stir. Put cooked quinoa on the foil, layer vegetables on top of quinoa. Sprinkle with garlic powder, salt and pepper. Wrap and seal foil, leaving room to allow air to flow in packet. Cook on hot coals 10 minutes, flipping about halfway. Open and enjoy.
